CONGRESS USES THE TAX CODE TO LEGISLATE MORALITY.<br \/>\n7. HIGH MARGINAL TAX RATES PENALIZE SUCCESS.<br \/>\n8. COMPLYING WITH THE CODE COSTS AMERICANS BILLIONS.<br \/>\n9. THE CODE DRIVES POLITICAL DONATIONS<br \/>\n10.
